As many of you are aware Representative Karen Clark has introduced House File 3821. This bill is for the City of Minneapolis’ Tax increment financing district duration extended, increment distribution provided, and neighborhood revitalization program governance structure changes. In short, this is a way for NRP to continue functioning financially and neighborhoods to continue the excellent work helping their communities.
HF3821 will be heard in the House Taxes Committee on Monday, March 31st at 2:15p.m. Please take this time to invite everyone you can to attend this hearing. Let the Taxes Committee see the commitment of the neighborhoods and its residents. Feel free to wear something that identifies you with your neighborhood, or better yet, NRP.

The group discussed the draft response letter regarding the Framework for the Future (of NRP) report. There was agreement on the major issues raised, but there was also consensus that the result of this plan being implemented for KFNA should be more strongly stated—basically if it will dismantle the organization, that should be declared. Linnes-Robinson will redraft.
The group also discussed the organizational budget, generally, and the premise under which it was created that included maintaining current staffing levels for the next fiscal year. The committee agreed with this concept and felt that there was no benefit to reducing staff and the work KFNA to try and eek out a few more months of the organization. Rather staffing levels should be looked at again next year at budgeting time and include an analysis of what the future of NRP funding is at that time. The possibility that staffing levels and positions may need to be reviewed and may change anyway this year due to the potential of a more permanent Farmers’ Market Coordinator and the potential resignation of Hallstrom was discussed. No decisions were made regarding this as both are not known factors as of yet.
Linnes-Robinson has heard there is legislation proposed to continue NRP funding. This information will be passed on to the committee when she learns more about it.

The group discussed the pending neighborhood Phase II funding recommendation coming from Bob Miller of NRP, which will be presented to the NRP Policy Board in January if NRP is not supported in the Mayor’s December budget. The bottom line of this recommendation is KFNA would have $293, 474 to spend over an identified period of time rather than the previously committed (and approved) $770,934 that was to last through 2011.
A few things were taken into consideration when this number was discuseed. Although it is unlikely that this will be the final number the neighborhood will realize via Phase II, it is likely to be the lowest number we will be asked to plan for. The housing 70% requirement will still be operating with this new funding total, as will be the 20% administrative cap. Keeping KFNA operating in the community is the main priority. Systems need to be further strengthend so volunteers can easily take over staff responsibilities for some projects.

NRP Meeting Minutes 8/20/07

Tonight is the off-month of our regular NRP meetings, so I thought I would provide you with a written update of NRP-related activities.
The Plan Mods approved by the board earlier this summer have now been approved and the contracts are processed. If you recall, one of the strategies in one of these contracts was for the farmers’ market for $8000, which has almost been spent to date. The other projects that we now have money for are “green” education ($3000), events and programs in cooperation with the park and at the park ($4000: the ‘with’ will be the hard part here). There are also a number of strategies considered administration (Housing related at $43,000, and general at $22,000), events ($4000), Block clubs ($2000), and Business support ($2000). I will adjust our monthly payroll calculations to spend a greater share of housing money as of this month, since our home loan program will begin in September.

Phase II Plan Modification approved by Kingfield community was just approved by NRP Policy Board:
Move $160,000 from Phase II Housing Development & Redevelopment 1.1.3 (Mixed-Use Housing) to 1.1.2 (Home Loan Programs). The money was originally earmarked to the Lander ‘38’ project, a development that is not being built. Funds will now be used to supplement a neighborhood loan program.
Phase I Plan Modifications approved by Kingfield community were just administratively approved by NRP Staff:
Move $10,436.63 from Phase I Neighborhood Life 2.1.1ab (Activity Advisory and Directory) to 1.2.2 (Kingfield News) and contract it immediately into #14923 Category 3. The Kingfield News is the tool used to share information about activities of all Kingfield stakeholders. Developing a separate booklet of these activities is redundant and also wasteful of resources since the information would become dated and obsolete.
Move $20,000 from Phase I Neighborhood Life 1.3.1 (Block Club Organizing) into Neighborhood Livability 2.1.2 (Implementation Staff). The dollars will be immediately contracted into #14891, Cat. 1. This strategy was originally determined to be an administrative expense and so should be moved to the administrative category.

The committee reviewed the draft summary of the survey response from Bob Miller of NRP. There was a discussion about if the organization would go away or still operate on an “as needed basis” for zoning and holding a festival and Linnes-Robinson clarified that what she intended to demonstrate in the survey response was that the “company” of KFNA would go away and even if a board remained, it would not be the full-functioning “player” in the community that KFNA is now. She will look at the language to see if this can be clarified. Knowles and Valens agreed to review and send any additional comments via email in the next two days.
The group walked through the Phase II Plan and reviewed the Plan Modifications expected to be asked for at the April Annual meeting. They also discussed the Scopes of services that need to be prepared to access both 2006 and 2007 dollars. Linnes-Robinson will combine as many of these into a single contract and bring this to the committee in February. Additionally she will begin the Scope for the Farmers’ Market. It was also discussed that the money itemized for MLK Park projects should go towards larger-scale installations rather than classes if MLK cannot come up with a list of classes that seem to be interesting to residents in the neighborhood, an example of which could be a Walldog mural (installation or maintenance).

Committee members confirmed the CIG Grant application from Leonardo’s Basement for Adult Build Nights via e-mail the previous week. Comments on the publicity for the event were provided to the grant recipient who removed the word “damn” form the poster. One person also expressed minor concern over the presumed sexual nature of the advertising, but wanted the rest of the committee to decide if they thought it was too in-your-face; no other concerns were registered by committee members.
The committee discussed continued funding for the continuation of senior exercise classes at MLK. SW Senior Center has asked for continued financial support of $25 per session to bring in their instructor to MLK once per week. The class has regularly been drawing 10-12 seniors. Linnes-Robinson had spoken with Brian Cornell of MLK Park to see if he could cover the cost of the program and he said it was unsure at this time since he did not know his budget for next year yet. The committee decided to fund a winter session and ask Brian to cover the cost of the program next spring, when he would be clear about what his budget is.

The committee had not met since the presentation to the NRP Policy Board in May. Linnes-Robinson was pleased to inform them that the Kingfield Phase II NRP Plan had recently been approved by Finance and Commerce and the committee could now begin thinking about writing Phase II contracts. Linnes-Robinson updated the group that CPED is holding more contracts these days, including the new Farmer’s Market contract that will be issued which was designed as a business initiative strategy. This should help contracts move more quickly, as an example the recent Stormwater contract for KFNA was turned around in two days. Linnes-Robinson will go through the Phase II Plan and see what other strategies can be contracted along with the Farmer’s Market for late winter/spring implementation. One piece, which will be turned over to the redevelopment Committee for development will be a Housing Loan component. The committee briefly discussed the idea of moving the $160,000 designated to Lander in the plan into a loan program so it can be used and returned to the neighborhood. The committee felt this would be a good move and free up the money for a future use. It was not determined to be important to get a large return off the money loaned out.
Linnes-Robinson informed the group about changes to the Lander project, and possible other developing projects that could utilize the “affordable housing” dollars. After a lengthy discussion about MPHA’s interest and potential plans at 39th and Nicollet the group determined that the upper amount that could be offered to the project would be the $50,000 on the strategy line. The low end would be the $5,000 per unit that was offered to Lander for his affordable units. Ludwiczak also suggested that money could be contributed for green elements to the homes from the “green residential” strategy. Linnes-Robinson said that preliminary conversations had taken place with MPHA concerning green building techniques, and she would be sure they were asked to address it if they moved into design.
